Developing energy advisory service for housing companies

From 2021 until the end of 2025 I was in charge of coordinating the development of a public service for the city of Helsinki: Energy advisory service for housing companies. The service gives unbiased advice on housing company energy renovations and energy efficiency. The team consisted of 8 energy experts who advised housing companies on a day to day basis, and 2 employees that focused on development and coordination.

The main goal of the service was to have a reducing impact on Helsinki’s carbon emissions from heating. Our team worked quite like a startup inside the city of Helsinki’s enormous organization and we aimed to keep our service customer-friendly. The service was funded from the Helsinki City carbon neutrality budget. Our team also worked with the companies in the energy service field and created tools for customers to better access services.

Emma has had a significant role in making the service a success and impactful in reducing Helsinki’s carbon emissions.
— Aleksi Heikkilä, team lead

As the team and service was founded in 2021 from scratch, we had had to create a lot of practices and new parts to the service, starting from the name of the service. I was leading the service development process with service and co-design from the beginning. My work also included organizing events, creating websites, procuring large marketing campaigns and supporting the larger organization in their development needs.

During the project we focused even more on the systemic impact the service can have on reducing areal inequality and improving social sustainability. As the emissions from heating in Helsinki have significantly dropped, recently the service has focused more on advising housing companies on climate-proofing and preparedness for extreme weather events like heat waves and floods. I am proud to have been able to be part of the decarbonizing story of Helsinki and to also employ two gifted designers to continue the good work.
